[Compatibility] Blooming Biosphere & Tectonic

This patch enables seamless integration between Blooming Biosphere and Tectonic version 3 by merging their world generation noise configuration files.

Important Details

Please note: Compatibility is specifically designed for Tectonic v3 only! For proper functionality, position this compatibility pack higher in your loading order than the main Blooming Biosphere and Tectonic modifications. In mod versions, the loading sequence is managed automatically.
