Dimensional ItemGate

The Dimensional ItemGate mod enables modpack developers to restrict dimension access based on items in the player's inventory. Create unique gameplay scenarios by specifying which items must be present or absent for players to travel to specific dimensions.

By itself, the mod does not block dimension access—developers need to configure the rules through special recipes in a datapack. An implementation example can be found in the project repository's relevant section.
