With standard server loading, Forge first loads all mods, and only then does Minecraft check for EULA agreement acceptance. Because of this, the important notification about consent requirement often gets lost among mod errors and other technical information - especially when working with large modpacks.
This creates problems both for beginners who cannot find the reason for a non-working server, and for experienced users who simply forgot to confirm EULA when starting up and are forced to wait longer than necessary.
