Ghast Direction

Fixes an issue with ghast behavior where in the original Minecraft version they always face the same direction even when completely stationary. In the standard game, these flying mobs constantly orient themselves according to their movement vector, which causes them to invariably turn facing south when at rest. This modification introduces an additional check that prevents changes to the ghasts' viewing direction when they are not moving in space.
