Mob Spawning Fix

This modification fixes issues that appeared in Minecraft version 1.7.4 when render distance started directly controlling the number of loaded chunks. Previously, the internal server always loaded an area with a "view distance" of 10 chunks. Minecraft developers likely made these changes to support increased render distance (in version 1.6.4, the "Far" option was effectively limited to 10 chunks), but didn't consider the impact of a long-standing bug that had been hindering multiplayer servers for years.

In this implementation, the minimum view distance is limited to 10 chunks but can be increased, which is what the developers should have done originally.

Originally, this useful fix was created by developer The Master Caver, but it was a JAR file modification that required significant effort to install. We adapted this functionality for Forge with full permission from the original author.
