Rain Shield

Adds a special "Rain Shield" block to the game that prevents rain from displaying in a configurable area around it. By default, the effective radius is 80 blocks, but this can be adjusted in the settings.

The Rain Shield block can be temporarily disabled by applying a redstone signal to it. This allows for flexible control over its operation based on your needs.

The concept for this block was inspired by a similar element from the Random Things mod, which is distributed under the MIT license.
