Fixing Critical World Generation Bug

Minecraft running on Java 11+ has a dangerous bug that can cause the world to completely "hang" during generation. The Wayfarer mod solves this problem once and for all.

The original version was created by modmuss50 for Fabric under the name Voyager and is distributed under the WTFPL license. This implementation is adapted for Forge while preserving all fixes.
