WTF's TextureGeneratorLib

This library is based on the developments of Octarine Noise, who originally created the Overlay and Stitch methods for his excellent BetterFoliage mod. I needed to use his technique for creating stalactites and ore texture overlays, so with the author's permission I modified his code. At the requests of other mod developers, I separated these functions into a standalone library.
